Civil Defense Administrator USEC. Ariel Nepomuceno has issued an urgent call for heightened preparedness as Tropical Depression Kristine is projected to impact approximately 30 million individuals across multiple regions. This significant increase from an earlier estimate of one million underscores the cyclone's potential to affect a vast population from Luzon to Mindanao.

"According to the latest forecast from the Department of Social Welfare and Development, the number of potential victims has surged to 30 million. This is a considerable population at risk, and we need all hands on deck to mitigate the impacts of this disaster," stated USEC. Nepomuceno.

 

The Mines and Geosciences Bureau (MGB) has reported that over 18,000 barangays are at risk of rain-induced landslides and floods, particularly in Central Visayas, Cordillera Administrative Region, Eastern Visayas, Ilocos Region, MIMAROPA, Northern Mindanao, SOCCSKSARGEN, Western Visayas, and Zamboanga Peninsula.

 

In Metro Manila, 1,403 barangays are also vulnerable to landslide and flood hazards due to Kristine, including areas in Caloocan, Malabon, Navotas, Valenzuela, Pasay, Pateros, Las Piñas, Makati, Muntinlupa, Parañaque, Taguig, Quezon City, Mandaluyong, Marikina, Pasig, San Juan, and Manila. >>>READ MORE

The Department of Social Welfare and Development (DSWD) on Friday highlighted the importance of preventive measures in addressing cases of violence against children (VAC).

“Prevention is one of the keys to really ensure that our children are protected para hindi po sila ma-aabuse. Isa nga po diyan yung pagpapalakas ng kapasidad ng mga magulang para alagaan yung kanilang mga anak, para maintindihan po yung complexities of childhood and of adolescence nang sa gayon ay matugunan po nila yung mga pangangailangan ng kanilang mga anak at ma-prevent (so they are not abused. One of them is to strengthen the capacity of the parents to take care of their children, to understand the complexities of childhood and of adolescence, so they could address the needs of their children and protect them) from any forms of abuse and exploitation,” DSWD Assistant Secretary Irene Dumlao said during the “Talakayang Makabata” press conference held at the Philippine Information Agency (PIA) in Diliman, Quezon City.

Dumlao cited that one of the department’s programs to capacitate parents is the Parent Effectiveness Service (PES) Program, which was institutionalized under Republic Act (RA) 11908 in 2022.

With the theme “Unlocking the Future: Tech Trends and Challenges in Copyright,” PICS explores the convergence of copyright law and technology, including the impact of artificial intelligence on the creative industries.

Organized by the IPOPHL’s Bureau of Copyright and Related Rights (BCRR), this year’s PICS offers a diverse range of workshops. These include cover paper cutting, songwriting, dancing, storytelling, photography, watercolor painting, and miniature art.

Participants can learn paper cutting with Badz Magsumbol, founder of the Paper Cutters Guild of the Philippines, on October 21. They will learn essential cutting techniques to transform simple paper into works of art.

 

On October 22, participants can attend a songwriting workshop with Rodolfo “Tito” Cayamanda, Jr., Vice-President of the Filipino Society of Composers, Authors and Publishers. In this workshop, learn how to craft and learn the art of crafting captivating melodies and develop their original song compositions.

For those seeking to express their creativity through movement, the session on October 22 will also offer a dance workshop with Choreographer and Professional Dancer Karl Francis L. Moreno. This session will guide participants in exploring creative expression through movement, from fluid motions to bold choreography.

 

On October 24, participants can attend a storytelling workshop by Storyteller Teacher Mary Melody-Remorca. Participants can also learn basic photography skills, focused on framing and lighting, from BCRR’s Accreditation and Standards Assistant Division Chief Exequiel Valerio.

 

In the watercolor painting workshop, Artist Welfare Project, Inc. Executive Director Jennifer Lee-Bonto will teach participants basic techniques for creating pigments, layering, and blending colors. She will also showcase different types of brush strokes.

 The Metropolitan Manila Development Authority (MMDA) and the Ninoy Aquino International Airport (NAIA) on Friday bared plans for a safe observance of All Saints’ and All Souls’ Days, locally known as “Undas.”

The MMDA gathered law enforcement and traffic bureau chiefs across the National Capital Region (NCR) to discuss the traffic management and emergency response measures.

During a press conference at the MMDA headquarters in Pasig City, Chair Don Artes called on the Philippine National Police - Highway Patrol Group, NCR Police Office and all traffic bureau chiefs of NCR local government units to prepare 

for the expected exodus of passengers and motorists going to the provinces.​

Artes ordered the implementation of traffic measures to alleviate vehicular flow in major thoroughfares and roads leading to and from major cemeteries in NCR.​

4 ranking cops get new posts in latest PNP revamp

Four ranking police officials have been included in the latest reorganization of the Philippine National Police (PNP).

In an Oct. 17 order that took effect Saturday, PNP chief Gen. Rommel Francisco Marbil designated Eastern Police District (EPD) Director Brig. Gen.

Wilson Asueta as officer in charge (OIC) of the office of the deputy commander of the Area Police Command (APC) in Southern Luzon.

​

Northern Police District (NPD) Director Brig. Gen. Rizalito Gapas will be the OIC of the office of the deputy commander of APC-Northern Luzon.   

​

Meanwhile, Col. Villamor Tuliao will be the OIC in the EPD, replacing Asueta and Col. Josefino Ligan will be the OIC in the NPD, replacing Gapas.

Marbil earlier said the reshuffle is necessary to "preposition" officials who are fit for their next assignments.

In its 4 a.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the ITCZ will bring cloudy skies with scattered rains and thunderstorms over the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Zamboanga Peninsula, Soccsksargen, Davao Occidental, and Palawan.

The ITCZ will likewise bring partly cloudy to cloudy skies with isolated rain showers or thunderstorms over the Visayas and the rest of Mindanao.

PAGASA said flash floods or landslides are possible in these areas during moderate to at times heavy rains and severe thunderstorms.
