MANILA – The continuous rains, strong winds, and flooding caused by Typhoon Carina and the southwest monsoon that it enhances led to the cancellation of 148 flights scheduled for Thursday.

In an advisory late Wednesday, Cebu Pacific (CEB) said the cancellations were due to the declaration of a state of calamity in the National Capital Region.
"The relentless rains have affected many of our employees and airport staff," it said, adding that the safety of the passengers, crew, and airport staff remains a top priority.
Affected passengers could avail of free rebooking, store the amount in a virtual CEB wallet, or refund their tickets, the airline said.
The weather bureau said Typhoon Carina has exited the Philippine Area of Responsibility as of 6:20 a.m. Thursday.
However, the southwest monsoon will continue to affect most parts of Luzon. Moderate to heavy rains are still possible along the western section of Luzon. (PNA)
