The Bureau of Customs (BOC) has officially launched the book *Compendium on Basic Customs Administrative Remedies*, authored by Commissioner Bienvenido Y. Rubio, Collector VI and Chief-of-Staff Atty. Marlon Agaceta, and Legal Service Director Atty. Tristan Armando F. Langcay III. The book, which aims to simplify and clarify complex customs laws and procedures, is vital for customs professionals, legal practitioners, traders, and stakeholders involved in the customs process.
The launch event, held on October 16, 2024, at the Office of the Commissioner (OCOM) Conference Room, was graced by Dr. Girlie Jacala, Vice President of Central Bookstore Inc. In her remarks, Dr. Jacala praised the authors for their dedication, stating, "I would like to express gratitude to our dedicated authors, whose expertise shined through every chapter, their commitment to clarity and practical application has resulted in a work that is not only informative but also invaluable to anyone involved in the customs process."
The *Compendium on Basic Customs Administrative Remedies* provides comprehensive explanations of provisions of the Customs Modernization and Tariff Act (CMTA), the Tariff and Customs Code of the Philippines (TCCP), international agreements and conventions, Customs Administrative Orders, Customs Memorandum Orders, and relevant Court of Tax Appeals and Supreme Court decisions. It addresses critical issues on customs valuation, tariff classification, assessment, and other customs matters, making it a valuable guide for those navigating the intricacies of customs laws.
Commissioner Rubio emphasized the book's significance in furthering the BOC's mission to enhance efficiency and build public trust. "We hope this compendium serves as a practical guide and inspires a culture of continuous learning and collaboration among customs professionals and stakeholders." He also highlighted the importance of transparency and integrity, noting that the book reflects the authors' extensive experience in customs administration.
This marks the second major publication authored by the same group of BOC officials, following the release of *Compendium on Customs Disposal Processes* in February 2024, which simplifies customs disposal procedures and has become an essential resource for customs officers, policymakers, and scholars. Both publications underscore the BOC's dedication to crafting practical and informative tools that help the agency's stakeholders navigate the evolving regulatory environment.
Copies of the *Compendium on Basic Customs Administrative Remedies* are now available at the Office of the Commissioner and through Central Bookstore, where it is expected to reach a wider audience of legal and trade professionals.
