The Manila Electric Company (Meralco) has started the Competitive Selection Process (CSP) for 600 megawatts (MW) of baseload supply, which will be used to meet the power distributor's requirements starting next year.
This followed the Department of Energy's (DOE) issuance of a Certificate of Conformity to Meralco's latest DOE-approved Power Supply Procurement Plan for this CSP's Terms of Reference (TOR).
This CSP involves a 15-year Power Supply Agreement (PSA) that is targeted to start on August 26, 2025.
Under the DOE's advisory dated October 11, 2023, the TOR provides that "power suppliers with natural gas-fired power plants are highly encouraged to participate in the Bidding and prioritize the use of indigenous natural gas."
Meralco's Bids and Awards Committee for PSAs has set a clear timeline for potential suppliers: The deadline for submission of Expression of Interest is on June 25, 2024. The Pre-Bid Conference is scheduled on July 4, while the Bid Submission Deadline is on August 2.
Conducting CSPs is part of Meralco's continuing efforts to ensure the availability of reliable, sufficient, and cost-competitive power for customers.
