Quezon provincial board recognizes outstanding leaders



LUCENA CITY — Quezon Vice Gov. Third Alcala presided  over the 103rd regular session of the Sangguniang Panglalawigan of Quezon on Monday which churned out local landmark legislations in support of the ‘HEALING’ administration of Gov. Helen Tan.


Right after the reading and approval of the journal of the previous session, the SP Majority Floor Leader Isaias Ubana delivered his privilege speech entitled “Outstanding Quezonians of our Time” in which he expressed the need for public recognition for excellence in the performance of the sworn duties of public officials and employees not only “because it generates further confidence but it also serves as a template of success to be emulated by other public functionaries” adding that “employees who feel they receive the recognition they deserve are much more likely to be involved in their agencies than those who feel lack of such recognition”.


4th District Board Member Ubana II proposed the adoption of 2 resolutions, first, congratulating DPWH Region 1 Director Ronnel Tan as the recipient of the most outstanding regional office for the year 2022 and 2023; and congratulating Police Lt. Col. Romulo Albacea in his promotion to the rank of Police Colonel.


In the explanatory lines of the proposed resolution, it said that Tan’s leadership in DPWH Region 1 has “consistently demonstrated exceptional competence in the areas of technical proficiency, meticulous planning, efficient financial management, effective procurement practices and exemplary stakeholder responsiveness which prove its commitment in delivering high-quality infrastructure projects that address the needs of the local communities.”


Tan, the husband of the first elected female governor in Quezon province, has risen from the ranks in his agency becoming the head of the 4th DPWH Engineering District in Quezon province until he reached his present stature as DPWH Director in Ilocos region.


In the resolution for Police Lt. Col. Albacea, it cited his many medals, awards and commendations and for having held many administrative positions such as chief of police of Lucena city, and in the municipalities of San Francisco, Mulanay, Tagkawayan, Gumaca and Lopez. It stressed that his promotion to the rank of Police Colonel “brings honor and distinction to the Province of Quezon due to the exemplary accomplishments of its sons and daughters.”


Copies of the twin resolutions will be given to RD Tan and Police Col. Albacea and other concerned individuals and local and national offices for their information.


The Sangguniang Panglalawigan also recognized John Dexter Bulahan for his leadership and academic distinction as participant in the International Model United Nations 2024 in Jakarta, Indonesia from July 9 to 11.
