This principle is clearest expressed in the Bureau of Customs (BOC) 's transformative achievements under Commissioner Bienvenido Y. Rubio.


Despite facing significant challenges and relentless criticism, Commissioner Rubio has remained unshaken—steadfastly focused on driving genuine improvements across the Bureau. 


Upon assuming office, Commissioner Rubio inherited an agency mired in deeply rooted issues: revenue leakages, rampant smuggling, and operational inefficiencies that hampered national security and economic progress. 


Yet, rather than responding to these obstacles with mere rhetoric, Commissioner Rubio opted for a leadership style grounded in quiet resolve and decisive action.
