The Department of Social Welfare Development-National Capital Region (DSWD-NCR) will
launch its own quick response app as part of efforts to boost public services, an official said recently.
The DSWD-NCR’s “Project RESOLVE” (Response Engine for Systematic Operationalization of Logistics and Volunteers in Emergencies) is expected to be launched by the end of June this year.
This online application allows the public to report incidents such as fires, typhoons and other calamities in real-time.
“Thanks to the internet and modern technology, everybody in today’s connected world can take an important part in disaster response,” said Protective Services Division chief Norjanizah Airah Calaca during the “Kapihan sa Bagong Pilipinas” with DSWD-NCR recently.
“Ang Project RESOLVE ay produkto ng iba’t ibang istorya, experiences, success stories both ng ating Quick Response Team or mga workers mula sa DSWD at padin na din ang ating mga pinagsisilbihan, ang ating publiko pagdating sa disaster operation (The Project RESOLVE is a product of various stories, experiences, and success stories from both our Quick Response Team or workers from the DSWD, and also from the people we serve, our public, when it comes to disaster operations),” Calaca said.
“Ang pangunahing layunin ng project RESOLVE is to encourage the participation of the public in the disaster operation of the government. It’s for nation-building in general. We want to inculcate the value of tulungan at yung principle natin ng bayanihan (The primary objective of Project RESOLVE is to encourage public participation in government disaster operations. It’s for the nation’s overall development. We aim to instill the value of cooperation and our principle of collective community effort),” she added.
The app is meant not just for the general public, but also for trained DSWD-NCR staff and the Quick Response Team (QRT).
The QRT will verify incidents and make comprehensive reports using their individual app accounts. By combining citizen reports with QRT validation, the DSWD can respond to incidents quickly based on accurate information.
According to Calaca, the DSWD-NCR has an established QRT. They can expedite deployment through Project RESOLVE, to deliver appropriate services to the public in disaster-affected areas.
These professionals come from a variety of fields, including doctors, nurses and social workers. This initiative will allow them to identify the right individuals with disaster management expertise.
In addition to the features mentioned, the app also includes these features:
A QRT Group Chat Messaging function for streamlined communication among teams; QRT Deployment for efficient task allocation; DSWD Stockpile Monitoring to keep track of available resources; Partners Real-Time Coordination for seamless collaboration with other stakeholders; Automated Report Generation for quick and accurate documentation; and, Disaster Information and Report Management for comprehensive disaster response management.
To encourage public participation, the current strategy involves providing recognition.
For example, when citizens report incidents, they will receive a response from DSWD-NCR expressing thanks for their participation, and they may even earn a badge as recognition of their efforts.
