House extols former Speaker JDV

The House of Representatives has adopted a resolution commending former Speaker Jose “JDV” C. De Venecia Jr. for his distinguished service and significant contributions to the country.

“Highly accomplished both in the Philippines and abroad, he was awarded numerous decorations and titles from several foreign governments and universities including the Legion of Honor from President Jacques Chirac of France,” read House Resolution No. 1974, which the chamber adopted on Aug. 28.

“The Honorable Jose ‘JDV’ De Venecia Jr. dedicated his life to public service, peace-building, and promotion of international cooperation, inspiring leaders, and future generations to pursue excellence in governance and diplomacy,” the resolution noted.

“Now, therefore, be it resolved by the House of Representatives, to commend the Honorable Jose C. De Venecia Jr., former Speaker of the House of Representatives, for his distinguished service and significant contributions to the country,” it added.

De Venecia, fondly known as "JDV" to family, friends, and colleagues, was elected as the Representative of the Fourth Legislative District of Pangasinan for an impressive seven terms and was the only member of the House who served as Speaker for five terms, particularly during the 9th to 10th, and 12th to 14th Congresses.

“As the Speaker of the House of Representatives, he exemplified outstanding leadership and diplomacy by giving each Member of the House of Representatives equal respect and treatment regardless of affiliation,” the resolution stated.

“…Honorable De Venecia was the architect of numerous unification measures in the House of Representatives including the ‘Rainbow Coalition’, which united the country and paved the way for the smooth passage of more than two hundred economic, political, and social reform laws during the administration of President Fidel V. Ramos,” it added.

De Venecia also co-founded and alternatively served as the secretary general, president, chair and chair emeritus of the Lakas-Christian Muslim Democrats (Lakas-CMD) political party, which became a dominant party in the House for around 15 years.

House Speaker Ferdinand Martin G. Romualdez, and Representatives Aurelio D. Gonzales Jr., Manuel Jose M. Dalipe, Yedda Marie K. Romualdez, Jude A. Acidre and Marcelino C. Libanan authored the resolution.

The Senate adopted a similar resolution on the same day honoring De Venecia’s “illustrious career and invaluable contributions” to the country.
